He received his Bachelor of Laws Degree from the University of the Philippines in 1981.  He was admitted to the Philippine Bar in 1982.  He received his Bachelor of Arts degree, Major in Economics in 1977 from the De La Salle University, as a Government Full Scholar and a member of the Jose Rizal Honors Society. He is a lifetime member and former Lord Chancellor of the Alpha Phi Beta Fraternity of the University of the Philippines.

He started his law practice in1982 in a boutique law firm with a niche practice in civil, criminal and commercial litigation or dispute resolution, and became one of the first associate attorneys of PECABAR in 1983.  He was chosen to head PECABAR’s Intellectual Property and Administrative Department as a Senior Associate, and of the Litigation Department as a Junior Partner.  Aside from dispute resolution, he acquired peculiar skills in providing effective solutions to regulatory issues, especially in telecommunications. 

He rose to be a Senior Partner and was unanimously elected by the partners as the Firm’s Managing Partner for 2008, concurrently as head of the Firm’s Litigation Department.

He is a member of the Integrated Bar of the Philippines (IBP) and served as President of the Ifugao Chapter for two (2) terms.  He is also a member of the Intellectual Property Association of the Philippines (IPAP) and co-founded practice-related professional organizations, like the Telecommunications and Broadcasting Association of the Philippines (TELEBAP) and the APAAP.
